If you had bought a printer it comes up with a package of bundle of softwares. You could explore on their program like epson, HP or canon. Try to download softwares like ADSEE it does also resize and crop and even edit picture adjustments. Hope you get this.

for just cropping and resizing, you already have one on your computer by default. Go to start, run, and type in 'MSPAINT'.
