what you do is get a needle, any kind of one but make sure to sterlize first and don't let any one else use it. You can either scratch in the design or make tiny dots really close to each other for the design. Then you put ink in the holes and let it dry. NOT RECOMMENDED THOUGH

A lot of kids are just morons. You dont get a tattoo with a sewing needle unless your trying to get a disease. Cough up the extra cash for a decent tattoo that wont get you killed. If you're too young, than either wait or go to a different state that has different tattoo laws.

i have only one argument with all the above people who have given you a perfect education in scratcher tattooing. Bleach, alcohol, and various other household avauilable cleaners DO NOT STERILISE. they only disinfect. to sterilise something you have to use a certain temperature and pressure for a prolonged time to kill all the nasties that can get your POS tattoo infected and screwed up. I dont think you have access to an autoclave somehow so your needle with never be "sterile" no matter howmuch alcohol you use. And a lof of household needles (sewing, pins etc) cannot be sterlised or disinfected properly because they actually absorb certain chemicals into the metal. ENJOY THE HEP.
Well done for choosing right and not accepting their offer, you saved yourself a lot of heartache and money.

That's a bad idea. It could get very infected or worse. But I think they draw on the skin with ink, let it soak in, then poke it and maybe add more ink. I don't know how permanent it is, though.
