it says the file is 3.51gb but theres 3.55 downloaded where it says total downloaded under summary. There is no download rate, but theres upload.

Since it's hung up at less than 100% you will never get to a full download the way things are.
I recommend that you close BitComet completely. Then re-launch it. Double click on the torrent that you were downloading to reinstate it. This might resume the download and get you to 100%.
I shut down BitComet in the middle of really large downloads all the time and resume them the next day and have not had any problems in doing so.

i also experience this problem many times before, i suggest u should STOP the file u r downloading and go to preferences and change the listen port nubmer. then completely turn off the program, restart the computer. and try to RESUME the download again, if it doesn't work, u should wait a couple of days later for the seeds to grow. good luck!
