To breed high quality dogs you need to really research bloodlines and find those with health, good temperament and longevity. You need to select dogs that meet the breed standard and you need to do genetic health testing on all dogs before breeding.You need to make sure your dogs are registered in a legit registry not one of the scam registries. You need to be breeding for health, longevity, breed standard and temperament and to add something back to the breed.

A poor breeder breeds for money and almost never will show or do anything to help improve their breed. They don't care about bloodlines, not breeding bad temperament, conformation, etc. and they won't stop breeding a dog that has health problems etc. Any good breeder will know a lot about their particular breed, usually will only have 1-3 litters in a year, and always do the breeding with careful planning as to whether the resulting puppies will be an improvement for their breed. All puppies should be brought into the world with the specific idea that they will be better than their parents and should have homes BEFORE they are born. A good breeder will stand behind their dogs with a written health guarantee and will take a dog back that has problems or even if the buyer decided they don't want the dog anymore. If the world were filled with good breeders, our shelters would be empty. For that matter we wouldn't even need shelters.

A poor breeder is someone who does not breed dogs that are registered with a good kennel club, like AKC or CKC (Canadian Kennel Club, NOT Continental Kennel Club). A poor breeder does not have both parents tested and screened by the vet for diseases and problems in the eyes, hips, joints, and other places. A poor breeder will breed dogs that do not have nice personalities, like aggressive or neurotic dogs. A poor breeder will not be extremely careful to check the lines of the parents to make sure they are not inbreeding -- and inbred dogs cause seriously faulty puppies. A poor breeder might breed to make money, or to show their children the marvel of birth, and will not already have screened homes lined up for the puppies to go to.
A good breeder DOES do all these things, and usually has a very good knowledge of the breed they're dealing with. They are careful about what homes the puppies go to, and are not so much about making money as they are about making sure their puppies will be suited to their new homes. They will include a health guarantee with the puppy, and will only sell registered puppies with papers. A good breeder will also be willing to take the puppy back if for some reason the new owners cannot keep it.

A poor breeder is someone who just mates to dogs of the same breed to get pupies.
with out any regard for the dogs medial history or petigree. When you breed dogs you try to get a pairing that will improve what you have. Your always try to improve your line. You also breed dogs that have had hips, elbow and such xrayed to show they are in good condition. This will be passe on the the puppies. Pedigree is another factor. You dont want to breed dogs that have to close of a blood line. There are many many factors that go into breeding and pairing dogs. when you throw 2 together just to get puppies thats a poor breeder.

Breeding is done for the purpose of breeding out the inherent defects of a breed and breeding in only those qualities that are 'to the standard of the breed'. A poor breeder, even one who claims to be a professional, is one who is not selective about which lines he puts together.
For example: Bichons are bright eyed, curious, eager to please and very clever, they have a bouncy step and a firm solid stance, their bodies conform to specific measurements and their temperaments are easy going. The hair is of a certain texture and their tongues are pink with black lips. They have round dark eyes that tilt slightly and a tail that is curled and feathery. That is roughly the standard of the breed.
A poor breeder would not go to the trouble or the expense of following this protocol. A poor breeder might breed father and daughter or sister and brother.

The long and short of it revolves around what are known as "breed standards". "High quality" dogs are bred with "high quality" dogs. From that litter, only dogs that are an improvement as far as these breed standards are concerned are allowed to breed. So on, so on, so on,...
Example: Two dogs (Golden Retrievers, for example) are bred that result in a litter of dogs with white spotting. White spotting is not a characteristic of this breed, therefore none are allowed to breed. Health history, temperment, etc are also considered. This is a very elementary example so I imagine I'll get alot of heat from other posters, but it gives you an idea..
A poor breeder essentially does not do his/her breed any favors as they breed dogs that are not "perfect" specimens of that particular breed. Also, there is a question of ethics, such as breeders that force a ***** to basically spend it's life pregnant.
Again, this is a great question, but a complicated one to be answered in this forum. Go to a site like akc.org to read about breed standards and breeding ethics.

high quality means only breeding dogs that have the best breed traits, health and temperament. quality breeders take great care of their dogs to ensure good health (both mental and pysical)
poor breeders are only in it for the money. they do not care if the dogs they breed have any genetic defects that will pass on to the puppies and they overbreed the poor dogs to death. poor breeders usually keep the dogs in unhealthy living conditions or don't know the first thing about what they are doing except taht puppies mean money.

a poor breeders is someone that dosnt care about the animals themselves just about money ( backyard breeders etc...), a high quality dog is from a proper breeder that has done alot of research and picking the best bloodlines.
