That's why they call it an elective. It has nothing to do with politics unless that is the course you choose to take.

The same reason it is called an "elective" Here in the US of A we elect our president...he isnt chosen for us!

So they don't have to change the name from elective to something else.

because it gives them the choice to choose what classes they want to take and eventually what their job will be.
