very good question. the book of Samuel is very good.God called Samuel up to speak to his man Saul. nobody is in Hell until judgment. everyone "sleeps"until then. Heaven right now is mostly only for the angels until we get there. It was not the"medium" so much as God who called up Samuel.

I was taught that it was Samuel. Even though Saul was in disguise, he didn't fool God. God allowed Samuel to let Saul know the Truth. Samuel was in Abrahams Bosom (Paradise). Abrahams Bosom (Paradise) was near the other place, but now is in the heavens, the 3rd heaven (At the time Jesus raised from the dead.).
But, the meaning of this scripture, is that Saul disobeyed God, and He was suffering in his relationship with God because of that. Saul went to see a medium, and that was a sin against Gods commandments. So, Saul suffered more for this disobedience also.
The Lord Himself has talked to worldly mediums before. If it serves Gods purpose. But the Lord gives messages to His people through His Prophets who are specially anointed for that office.

Evil spirits or familiar spirits which are in humans are often used by the human or medium or witch to gain knowledge. However, in this specific case, God not the spiritist witch of Endor, controlled the circumstances and utilized them to announe Saul's imminent demise at the hands of the Philistines. The genuine appearance of the prophet Samuel was God and not the familiar spirit. These evil spirits trembled at the thought of Jesus so in this case Samuel took full authority in speaking what God wanted said to Saul.
I don't know if it is because of Harry Potter or increased evil spirits but witchcraft is increasing rapidly in the world. These evil spirits are taking over more people and Christians need Ephesians 6 the full of armor of God to battle against them.

Saul and His sons were going to die the next day,It was the infamous Witch of Endor who raised Samuel from the dead.
Samuel was angry,He did not want to be disturbed.Saul had
lost favor with God,therefore this was a evil practice.The evil
Witch of Endor is never mentioned again in the entire Bible.
We can only assume she was put to death for this.The Bible
only warns against this from that day on.

There are some who believe that this was a deceiving spirit, but I am not inclined to think so. I believe that the spirit of Samuel was truly summoned, and as evidence to substantiate this, the prophecy which he told came to pass exactly as he said.
How to explain this? I believe the answer lies in a revelation the Lord Jesus Christ gave of the nature of the afterlife at the time of His being on earth. It is found in the story of the rich man and Lazarus in Luke 16:19-31.
It is apparent that both men, righteous Lazarus, and the unrighteous rich man went to the same place, a place named Hades in the Greek language, Sheol in the Hebrew language. However there was a distinction in there exact location and experience. The righteous Lazarus was in a place of comfort, with Abraham, his forefather, who must have been in that place almost 2000 years by earth's time reckoning. The unrighteous rich man was in a place of torment, and was unable to get to the place of comfort, yet was able to communicate with those in that place. Without going into a lot more detail, suffice it to say that those who were ordained for eternal life were not yet able to ascend into heaven until the debt was paid for their sins. This was done when the Lord Jesus expired on the cross with the cry "It is finished."
With that He descended in spirit into the realm of Hades and did 2 things - He announced Satan's defeat and His triumph over the forces of evil - this He did to the fallen spirits in the place of punishment. He then announced His victory to those who had died in faith and were looking forward to the appearing of Messiah, their Redeemer Savior. Jesus took these with Him when He ascended and was resurrected 3 days after His body was laid in the tomb. He then took these with Him into Heaven when He ascended to the Father, and that is where they are at the present time. For further consideration, please refer to the following Scriptures: Ephesians 4:8-10; I Peter 3:18-20 and 4:5,6 and Isaiah 49:24,25
So Samuel, being a captive of Satan in Hades, was summoned from the dead in spirit. Today however, he is with the Lord Jesus, having ascended with Him into heaven.

There is a reality that there is a world the eye normally does not see, where the 'dead' exist. The person does not have to be a 'Christian' to believe in it or 'connect' the two temporarily. Basically that is what the witch of Endor did for Saul.

This in 1 Samuel 28:16-20
16 Samuel said, "Why do you consult me, now that the LORD has turned away from you and become your enemy? 17 The LORD has done what he predicted through me. The LORD has torn the kingdom out of your hands and given it to one of your neighbors—to David. 18 Because you did not obey the LORD or carry out his fierce wrath against the Amalekites, the LORD has done this to you today. 19 The LORD will hand over both Israel and you to the Philistines, and tomorrow you and your sons will be with me. The LORD will also hand over the army of Israel to the Philistines."
20 Immediately Saul fell full length on the ground, filled with fear because of Samuel's words. His strength was gone, for he had eaten nothing all that day and night.
--God did not tell Samuel to do this--and God was already going to discipline him, because he did not obey--God did not order him to reach saul's spirit. Samuel even said that God would not answer him...but of course God knew he would consult a medium and let it happen, for a lesson to be learned.

God allowed Samuel to appear before Saul. Samuel was God's messenger. He gave Saul some pretty bad news in that Saul and his sons would be dead the next day. He also told Saul that he lost favor with God because of his disobedience.

God doesn't say that it is impossible to do these things, but he DOES tell us NOT TO DO THEM!! Samuel, as you may recall, was NOT happy that he was bothered.
In reality, you don't see that happening much in the US and Europe. In third world countries though, this does happen because vodoo and what not are practiced and Satan gets his hooks into to those people in this way. In the modern countries, he gets his hooks in with greed and selfishness = Money, drugs, hollywood, etc.

I, too, found it strange for a median to be used in one section of the Bible and yet condemned in other sections.
This might put things in perspective. Throughout the Old Testament, God used people to carry his messages to other people. If you think using a median as a messenger was rather strange, what about that one time when God used a donkey to send one of his messages?
We always seem to limit God to our abilities and inabilities, but God is so much more advanced than us, it is very difficult to imagine all the technologies available to him and not us.
