I know you can purchase credit online, of course you need a credit card for that. If you don't have a credit card I know you can have someone credit your account. Otherwise, you can try Yahoo Messenger w/voice, which has free calling from computer to computer as well as free instant messaging, only if you call from computer to land or mobile phone will you need a credit card.

Skype does not have a refill card. You buy the credits online and use it anywhere with your pin and skype id on Skype network.
