Maybe yes, maybe no. She may have just been being friendly. When a girl looks at you and smiles, doesn't mean she is checking you out.

Yeah, girls flirt 24/7. Trust me, my BFF does it all the time, and not with her bf. It doesn't mean much, she might have just tried to be friendly. Smiles from girls also can mean she wants you to make the first move. She might get nervous around you, and girls are always feeling aukward asking out guys. So yeah, ask her out.
