To buy - check the local papers. Don't forget insurance because they sometimes throw Gringos in jail for accidents with no insurance.
To Rent - lots of rental companies. VW's are pretty standard fare but bring money. Gas may be cheap but rentals for touristas are not.
To Borrow - Make new friends. See the note about insurance.

but if you live in the us, you can't buy a car from mexico and drive it in the us.
