Could be a problem with the hard drive...

Did you try using a different burning program? There's Nero, Roxio, and many other different cdburner softwares out there. If your software is corrupted, that might explain why the cds aren't working. Another point could be that your cdburner is not working(could be motherboard or even mal-functioning IDE cable) but you'd have to bring the pc to a hardware shop for testing and troubleshooting.

About your pc restarting: you might want to see if there are any error messages and also go to some windows troubleshooting forum where you will receive more specialised help.

To look at the error messages:
Go to Start---> Control Panel. And then Administrative Tools. And finally, Event viewer. Looking at the error messages might tell you what is wrong.

Examples of troubleshooting forums are http://www.geekstogo.com , http://www.opentechsupport.net/ and so on.

Anyway, good luck! You'll need lots of it! :D
