Do a Yahoo images search for "pannus" - what you describe could be a number of things but I'm most familiar with pannus in my German Shepherd.
See if the image search results yield something that looks like what your lab has.
Pannus is exacerbated by strong sun at high altitude like here in Colorado.
I used a salve from my vet that appeared to keep the issue from spreading. There are other possible treatments, the best of which would be best determined by a vet. based upon your particular dog.
Your vet. should be your next stop!

It could be any number of things. Knowing the age of your dog would be a great place to start giving an answer.
Has the dog been anyplace he can injure his eye?
is he old? This could be a cataract developing.
It could be a tumor, damage to the lens, anything really.
I would check out TKPetPros (dot com) and ask in the forum. It's a well developed website with forums where you can ask real pet professionals and get helpful advice and answers. If they can't help you they will tell you where you can get help!

Depending on how old he is, it could be a cataract. Best to have the vet check it out and tell you for sure.

It could be a cararact....If it looks like it is something floating on top of the eye it could ba an infection...either way, I'd check it out with your vet.

Is he elderly? might be a cataract, common in older dogs.

cataracts take him to the vet he may be going blind in that eye.
