Two different cities. Both cities are originally Arabic.
But Jaffa has more old Arabic style, while Haifa is more modern city. Any way, after Israel invaded Palestine, the israelis build tel Aviv which is very close city to Jaffa and as some of the guys said that Jaffa is somehow a part of Tel Aviv.

Imagine Israel is a cucumber - and why not?
The bottom half is all desert with just two decent sized towns. Eilat at the very bottom and Ber Sheva in the middle, about a quarter the way up the country.
Half way up in the centre of Israel, more or less where the desert starts is Jerusalem. Turn left to the sea and you come to Jaffa & Tel Aviv.
The top half of the country is quite fertile, good for growing, but unfortunately there's not much of Israel to grow anything in - and some people want to take away some of that.
Haifa is on the left by the sea three quarters the way up. The Sea of Galillee is opposite it on the right.
Of course, you could always buy a map!

jaffa is old part of the tel-aviv city which we call yaffo now a part of tel-aviv , haifa is the city on the north of the country that means these citys are totaly not same .

not at all, just because the name sounds similar, doesnt mean its the same thing, australia and austria arent the same thing at all, haha. Anyways, jaffa is right next to tel aviv and its more arabic looking. Haifa is more modern, and it is sort of in the middle of Tel aviv and Cesearia. I dont no exactly wear. Not at all the same thing.

Haifa (pronounced in Hebrew: chay-fAh) is a port city in the northern part of Israel. It sits in the area of Mount Carmel- below it and over wide areas of it, and lies on the Mediterranean coast (if you follow the line that borders Israel with the sea, you can see Haifa's basin in the northern part, parallel to the Kinneret, Sea of Galilee).
Its name is of uncertain origin: some think it means "chof yafe" [beautiful beach], and others think it comes from the root "chifa" ["to cover"], as it is known as the hiding place of Elijah the prophet.

Yotg!!!! You need to come to Haifa to get your geography right.
Haifa sits on the Mount Carmel not below it. It spreads all along
the mountain down to the sea.

Tel- Aviv is new city but Haifa and Yaffa are old Palestinian cities both are coastal cities.
