Crate training is fail-proof providing you actually use it! Always take pup outside as soon as he eats and praise like crazy when he/she does her business outside. You can even teach her to potty "On Command" by saying "potty" everytime she does. This is very convenient when you're traveling or the weather is bad. We put our dog out, say "potty" and we're out of the rain in a minute or less!
Rubbing their nose in it etc, is fruitless. Your pup might eventually train, but it won't be becuase of that treatment. They have no idea why they are being punished ....

Housetraining is most easily accomplished by using a crate. Let the puppy sleep in his crate. When you take him out of the crate, carry him to where you want him to eliminate (outside). Put him down and encourage him using whatever words you choose. When he goes, praise him wildly. Puppies often eliminate more than once so let him stay out for a while. Bring him into the house, supervise him closely. If you cannot supervise him then put him back into the crate. Go through the same routine again - carry him to where you want him to go. Feed him in his crate, give him treats in his crate, take him outside after he eats. Soon he'll get the idea. Dogs don't like to soil where they sleep so that's why the crate works. At 10 weeks he should be able to hold it for 2-3 hours - longer at night. Don't put him into his crate to punish him. Keep the crate as a positive place to be. Don't take him to where other dogs go until he's been fully vaccinated as he could pick up a disease. Don't punish for accidents ... just praise when he does it where he should. Take him on walks too - walking encourages 'movements.' Good boy!

you have him using this, what you call a wee wee pad. Every time you take him out to go potty, take it with you. After 2-4 days leave the pad outside, then when you take him to go let him go on, next to, near it.

Leave newspaper down, all over the place. He will wee on it. Then, over succesive evenings put fewer and fewer sheets down. He'll still wee on the paper. Eventually you should have one piece of newspaper next to the door. After a couple of days of this remove it and put him out the door every time he goes for a wee on the paper and bingo, you dog is potty trained.

I have 5 Poms,,I have learned various ways to train them the pee pad doesnt seem to work kinda teaches them its ok to go on floor...Crate training is great ..But the one thing people do wrong with that and SMALL dogs is carry them to the door..DONT do it..hook a leash on there collar and than walk them to the door and out to the spot you want them to go in outside..Than when they do praise them..Never leave them unattended in your house and always when taking them out of the kennel go directly outside EVERYTIME..It seems to work..

i have a mini too!
well, if my dog ever made a mess in the house, we gave him a timeout, of 5 minutes where he stayed in his room. as i'm sure you know by now, they hate to be alone!
so eventually, he got the point and now he comes to us whenever he has to go out!
i hope this helps!:)
