If they are doing work for the US Government, they may be entitled to an official or no-fee passport.

The Special Issuance Agency, located in Washington, D.C., issues no-fee passports to citizens traveling abroad for the U.S. Government, their dependents (if permitted to accompany them), and certain others who are exempt by law from payment of the passport fee. The type of no-fee passport issued (diplomatic, official, or regular no-fee) depends upon the purpose of travel. The Special Issuance Agency will determine which type is to be issued based upon the purpose of travel.

no , they may not , for either, you are associated with a gov. job ,and not any job either , whatever it may be , or hired by some governmental agencies .or some jobs as acting doctor in a special missions , otherwise ? NO ,there would be alot of diplomatic passports out there .
some people with no titles :such as doctor or engineer do have diplomatic passports tough .....:-) i know a few..........that do ...........
all depends what you do in life ...:-)and whom for ....................?

only officials & certain people working in US government can get a diplomatic passport...

i'm not sure but that's what i think!

You can certainly get an ordinary passport.
