Yes, Photoshop Elements is a great product, but it's not free. Two open source products that might fit your needs and don't cost anything are Paint.Net and GIMP. Paint .Net is only available for Windows, GIMP is a cross-platform product that works on Macs, Windows PCs and Linux/Unix. Also, for general photo touch-up and cataloging, Picasa from Google is an excellent choice, and nothing says you can't use any of these products together.

Adobe Photoshot Elements 5 is really close. You can download to try it out. It organizes, indexes, web sites, all that stuff.

Plus it has a 'lite' version of Photoshop editor, so you can do awesome photo editing.

iTunes is the best bet. Works awesome for transfer of photos from PC to iPod
