A "pool" is a collective bet. It's a gambling term. Back in the day, horse racing tracks would have a room for gambling that they called "pool rooms". To help the folks pass the time, they installed pocket billiards tables. So, from then on, the term "pool room" became associated with pocket billiards. Eventually, the game itself became known as "pool". M.D.-BCA Instructor/Referee.

From what I have read, pool is the term used when tables were put in bars. Some people considered it to be in a "lower class". Billiards is the term that was used by the "higher class" and the tables were not in beer joints.
