if your friend isn't mandarin why would they want this? and i wouldn't trust anything you find online anyway when it comes to language interpretation. good luck but i wouldn't have that tattooed on me for a multitude of reasons including the fact that i'm not mandarin and i wouldn't want some foreign language tattooed on my body that i had no connection with at all.

go to http://www.chinese-forums.com, don't misspell it, or you'll end up somewhere else,register with username & password you made up, and ask people in the forum. I currently don't have Chinese software, but the pinyin for it is: gou4 yun2 shi4 zhe3 (soul takers) or Yan2 Luo2 Wang2 (official in charge of the Chinese underworld).
