Niether. Make her a romantic dinner, rent a movie and stay home. Far more personal and more enjoyable (and will show her you put some thought into the evening). If you go to a restaurant, it's going to be VERY busy (it's Valentine's Day--every guy out there is going to be taking their girlfriend to dinner). And you can't have conversation at the movies. Trust me, she'll love that you planned a romantic, quiet evening for just the two of you. Have fun.
