Best value three-star hotel is The Belvedere on 48th Street - it's spotless, has a great staff, rates start at $165 (you can probably get an even better rate from Orbitz or PriceLine) and every room has a fridge, microwave and coffee maker. I've had quite a few family members stay here and nobody had a single complaint.

The cheapest was a 2 star hotel called the Pickwick Arms hotel for $98 just a few minutes walk from Saks, the 3 stars were more expensive than you budget.
The good news is that the 4 star Millennium UN Plaza Hotel in New York advertises rates on cheaperthanhotels New York for only $179 - which is about the same rate as a cheap 3 star.

Either the Marriott Courtyard on 3rd Av between E 52 & E 53 or the Holiday Inn on 10th Av bet W 50th & W 51st St.
