Easy one!

They develop confidence by doing this and learn their limits and boundaries. They also get a sense of power and control over their environment when they have accomplished something that they feel is so huge.

How this can be done- set up "safe risks" in the environment for them... depending on the age. For example, if you have 2-3 year olds, set up a steady riser a foot off the ground and they will experiment with stepping up and down, climbing over it, maybe jumping off. In a safe risk, the benefits outweigh the risk of a skinned knee.

By keeping their surroundings age appropriate. For example, babies playing with razor blades is strictly frowned upon whereas toddlers are Ok with most anything below a Navy Seal's machine gun or hand grenades.
