So I have the tops chopped of, they're covered in oil and wrapped in tinfoil. How long and at what temperature do I roast the garlic at??

45 minutes @350

If making a roast just toss them in with it.

At a high temperature until the garlic looks crispy and brown. No more than 20 minutes.Enjoy!

about 40 min at 350 degrees
but
I do as you did to prepare and put in a dish , under either saran wrap or wax paper and put in the microwave and zap for 2 min 30 sec till tender and it is excellent for a dip a spread or in mashed potatos

350 and you have eyes open up the foil and see when they are roasted!! happy vday!!
