A Thermal Conductor is usually taken to refer to a metal, since they conduct heat very well.
Technically, everything is a thermal conductor, since every substance has a co-efficient of thermal conductivity. It is just some things have a very low co-efficient of thermal conductivity (that is, they are good insulators), while others have a very high thermal co-efficient.
While metals generally are good thermal conductors, and gasses are poor ones, there are some anomalies, like diamond, which is a very good conductor, even though it is not a metal.

Something that conducts heat. Most that conduct heat also conducts electricity good but not all. Diamond will conduct heat but not electricity.
