in the skin your sense of it has to do with what nerves are stimulated. there are really two kinds of sense nerves, those for cold and those for warm. we feel "hot" when the cold and warm nerves are both stimulated at the same time.
in thermodynamics it is defined as a differential ie heat flows from a hot place to a cold place.
it has to do with how fast the molecules are moving.
cold=slow moving molecules
hot=fast moving molecules
