First off, wash those feet real well and dry. Something has irritated and could be something on carpet or ground, sidewalks.
As mentioned, salting is done in areas of snow/ice.

Once clean/dry can apply some Neosporin to fight any infection from his chewing . yes, he will lick some off, will not hurt. Rub it in good to inflammed areas. Keep feet clean as possible.

Did you recently clean floors/carpet with a new product?? Simple things we don't think about. If chewing continues and paws look nasty/infected consult your vet. There are some fungus that would need proper treatment. Can try booties or small socks but won't stay on long! Look for source of irritation!!

Is dog inside mostly? For now just take out to potty. Need to keep feet dry. Moisture outside on ground can irritate and make worse.

Paw chewing in dogs can occur for several reasons. The most common two are: Boredom or allergies. If it is allergies, depending on where you live it could be environmental. If it is cold where you are it may be a diet allergy. The best thing to do for the immediate time is to buy some human infant socks and put them on your beagle (taped at the top) or an Elizabethan collar - available at your local pet store to prevent him from further damage by chewing until you are able to bring him to your veterinarian. My little dog bites his little paws too but then again he gets pissed off at his tail and will bark and chase it for hours. Normally, I would suggest you not look too much into it. However, if his paws are red and inflamed - just like human skin, it is probably infected now. Infection in dogs can have far worse effects then a simple skin infection in humans. Take him to the vet and help the little guy out.

Chewing feet can be a sign of an allergy- usually food but can also be environmental. Try changing food to something preferably grain free or at least with no corn products in the ingredients and see if that helps. Walking in the snow and ice can also cause tenderness.Good luck

Besides fleas, he could be having an allergic reaction to his shampoo or other change in his walking environment. Try to remember what has changed around the areas that he walks and plays. Since dogs can not talk - you can not diagnose the severity of the itch. It could be infected because of the irritation and biting. Take him to the vet - asap.

A couple of thoughts ... He may have an allergy. Take all beef products, including chewies, away and give him either chicken, or lamb or salmon for a month. If you life in a snow/ice climate, he may have salt from the road irritating his feet.

take him to your vet. it's most likely an allergy or flea problem. they can determine the cause and give you the right meds like an antibiotic to clear up the problem and Prednisone to relieve the itching and irritation. this is a very common problem with dogs. it's not just going to go away.

Try doggie shoes...Seriously.Cover his feet up. Also, does he have fleas? If so get rid of them and maybe he won't feel like biting there anymore.Good Luck.
