I just bought a new car on 2-6
you do not have to pay sticker. you can haggle with them a little. they will write out some deals and tell them you want to shop around, they will lower the price. Keep saying you want to wait and look around, they will keep lowering. I got an awesome deal

the 18,500 is the asking price, you will have to pay tax title and license as well, you might have to have a lien holder (bank) finance you the vehicle. to go lower on the price, ask whats the lowest they can go, make sure u inspect the vehicle all the way around, inspect the engine for any leaks or whatever, tires for wear (if its a used vehicle), if its a brand new vehicle, they might go down alittle bit but maybe not too much

what i did once was: ok i was at a car dealer and the guy wouldnt haggle so i called my friend and i pretended he was a car dealer working with a diff. company. so my friend kept going down on the price and so did the other guy, and i eventually got the price i wanted :)
