Baking powder is just baking soda with a second ingredient added to cause the reaction which makes the gas which puffs up the cookie. If you are using a recipe which calls for baking soda, the recipe will also call for the second ingredient which reacts with it. The second ingredient may be cream of tartar, lemon juice, or similar reactant. If you use baking soda in a recipe which was supposed to have baking powder, you won't get the rise, unless you add a reactant. Use cream of tartar, if you have any, -- That usually works. Baking powder is handy because it comes with the soda and reactant already mixed in the right proportions. (Double-Acting Baking Powder, in case you were wondering, has two different reactants, one to work in the cold batter and a second one to work in the hot oven, so you get a bigger rise.)

One of the ingredients in Baking Powder is baking soda. You may end up with a little more soda, which could cause the cookies to rise a little more. Taste the batter before you bake the cookies to see if it alters the flavor any. Otherwise, the effect shouldn't be major.

depending upon the type of cookie, nothing will happen. At worst, the cookies will not rise properly, and appear flat, however this will not affect the taste of the cookie much.
If you are baking chocolate chip cookies, no problem, as most recipes for this common cookie call for both baking soda and salt, which will cause the cookie to rise slightly.

If you haven't stirred it up yet you might be able to scoop some of it out.

Otherwise they will probably taste pretty nasty.

They still had home ec. when I was in high school and we had to make cookies (which I had been doing by myself since I was young). One of the stupid girls on another team was getting ready to dump a full cup of salt into their mix(she thought tsp meant 'cup') someone caught her in time, but unknown to us, she dumped the salt back into the sugar container. Which we ended up with next.

Of course our cookies came out tasting like salt, and she was the first one to bust out laughing and said 'you put a cup of salt in it' (like she was about to do). I realized all at once that she had dumped the salt back into the sugar - causing the scoop of sugar that we got next to be mostly salt. The teacher gave us a good grade even though our cookies were indedible - and we made fun of the stupid girl for the rest of the year.
