Lisa P is correct. Exfoliate your neck.
Aveeno Positively Radiant Daily Cleansing Pads are excellent & won't irritate your skin. They have a fresh subtle scent - not girly.
St. Ive's Apricot Scrub is good too but be gentle the skin on the neck is irritated easily.
Follow up with witch hazel.

I agree... exfoliation is best. The skin is stained, so washing it over and over won't get rid of the ring. The only way to remove the ring is to remove the dead skin that the dirt has stained.

Lava soap (it gets everything off and isn't really harsh) or use a salt scrub and exfoliate to get off the dirt.

I agree, try exfoliation... if that doesn't work, maybe try rubbing alcohol and then soap and water. You should submit your job to Dirty Jobs. You know, that show? It's a good show...
