Maybe it's the weather making his skin dry and itchy, rub some lotion on them.

What is the age of the tattoos? Does he have a history of keloid scars? Have you moved to a new environment? Does he have a new job that puts him into contact with new chemicals? Have you changed any household cleaning items, most likely detergent?
It could be an infection, the skin tissue becoming keloid, it could be an allergic reaction. Figure out how it happened, might help point to a cause.

My hubby has numerous tattoos and he says it happens when he eats certain foods. I have a couple and they do that too. If you mean like hughly swollen, you might consider a docter!

Allergic reaction, he probably ate some wierd food or is reacting to a medicine or chemical.
