The best option is to use your operating system's install discs. Windows XP discs give you the option to format during the first steps of installation.
Do start the install, place the disc in your CD-ROM tray, restart your computer and boot from the disc. From there, follow the on screen steps.

Are you sure you want to reformat your hard drive in the first place? If you're using XP as your operating system, you've probably got the original which means hours of upgrading to service pack 2, so make sure you really need to reformat your drive.

well if you reinstall windows xp ,part of the actual installation is a option to format your hard drive, either in ntfs(recommended) or fat32
however if you are having problems with your p.c,look for a disk that came with the computer when you furst purchased it,a system recovery disk is basically a disc specificly designed for your p.c and this will format and re-install your operating system with very little input from the user
these disks are usually silver and have the p.c manufacturers name on the disk and the words"product recovery disk""windows xp service pack 2"
simply insert this in your dvd-rw(or dvd-rom) and restart your p.c,when prompted "press any key to boot from cd"
then follow the on-screen instructions, its all pretty basic, and computer shops will charge you up to £80 to do this for you, when its so easy to do
any problems let me know
good luck

Stick your Windows recovery CD in and when Windows goes to install, it will say "Windows is already on this hard drive. Do you wanna format it now?" And say YES. But when it asks Quick Format or Full Format, be sure to say Quick!
Your computer will be right as rain afterwards. Unless you have a hardware problem. Either way, you'll have lost all of your documents and settings and programs...

quickest way to format a hdd is "format/q" if u know hdd is in good order, otherwise "format/U" for unconditional format. This will format hhd if it has errors. Either way. 10seconds. You did ask for the fastest way.
