in the old testament there is mention of a drink offering made, what's this mean and all about? How does it tie into the new testament?

It was like a sacrifice. Perfectly good wine was poured out on a fire and burned up. Wine was valuable like livestock.
In the New Testament we do not sacrifice things in the fire. But we do "give" out of our abundance. We give money, time, talent or expertise, to help spread the gospel. Wine is still used in some denominations for communion, but we do not pour it out to give it to the Lord.

As part of the sacrificial service, wine was poured on the altar along with the blood, parts to be burned and meal offerings. It doesn't tie into any 'new' testament as any such addition is specifically proscribed by the Hebrew Scriptures.
