Anonymous Call Rejection depends on the calling party to either leave their number or unblock caller ID. Some carriers do not give the option to enter in your own phone number and can reject out of area calls.

There is another way, by subscribing to ANI delivery services. ANI cannot be blocked so all numbers come through. However, it is generally too expensive for the average consumer to utilize. There are some free voicemail services which have ANI that you could forward your number to, but this would require the calling party to leave a message. Some carriers allow call forwarding on busy/no answer that would allow you to screen for private callers and when you see they're private, you can let the system forward it to voicemail with ANI that will capture their number when they leave a message.

No. This feature is either programmed in the software with the central office serving the land line or in case the calling party is using a cell phone he/she can programmed the phone under "settings" for the (display my number yes/no) option.
