Try www.overstock.com - they have BEAUTIFUL quilts/bedding for babies at great prices. I just bought a bedding set from there for myself it was gorgeous, and the shipping is really cheap. My cousin also just bought her new baby's crib set form there, and is really happy with it.

I also think it can be very challenging to find two sets that will look good in a single nursery, unless that nursery is huge! Most of the sets I've seen are just too busy for two different sets to look anything other than chaotic in close proximity.
People's idea of "neutral enough" really does vary -- do you have a color scheme in mind? What colors (other than, I'm guessing, pink and blue) do you consider gender specific enough that they wouldn't work for both a boy and a girl?
I can't recommend a particular place for sets that are specifically for twins, but there are a lot of green bedding sets out there, and lots with frog themes, if that appeals to you. I went with a set by Wendy Bellisimo (her sets are available at Babies R Us). For our boy/girl twins, we got a set that's basically white, green, and lavender: the bumpers and some of the other coordinating items have two frogs on them: a boy and a girl (one clearly a "prince" and the other a "princess," going by their headwear). I had my eye on another Belissimo set that I thought was really nice and gender neutral, but when the frogs turned out to be two, and one a boy and the other a girl, well, we had to have that set. But some of the other Belissimo sets were also gender neutral in color scheme and in theme. Also, she doesn't make one, but another popular theme for twin rooms is Noah's Ark, because of everything being in twos (although personally I think that's pretty....strange....!)
Two caveats: I don't think the Belissimo sets fit your budget at full price, but you should be able to hit a sale. The second caveat, for any set: for just about every set out there I've seen, the bumpers are what are the most interesting in terms of color or pattern, but parents are advised not to use bumpers because of the increased risk of SIDS and suffocation. In retrospect, I could have saved a bunch of money if I'd just found cribskirts and sheets that I loved, and purchased breathable mesh bumpers with trim in a coordinating color; sets contain bumpers and blankets, despite the fact that neither should be used in a crib.

I love #3 you should get the 1 in pink for the girl and the 1 in blue for the boy so they both have different beds

Ebay, they sell practically anything! And you can buy new and/or used items as well!
If you don't trust the internet, try some baby stores like Babys R Us at Toys R Us, or any big department stores will surely have something.
