Could you make your question more specific? What would define as chemical weapon? Do you mean what is commonly refered to as chemical weapons, such as nerve or mustard gas?

Both Iran and Iraq used chemical weapons during their war. Iraq used them against the Kurdish uprising.

Nonstate groups to use chemical weapons during that time period include Aum Shinrikiyo in Japan and FARC in Columbia. Also there was the antrax attacks in the United States.

You could also include Russia in that list if you wish to count the use of gas during the seige at the Moscow theater. I would not include this myself as the gas was not designed to kill but to incapaciate. It was intended for outdoor use, the death deaths of many of the terrorists and hostages cuased by the indoor concentration of the gas was unforseen.

Some would broaden the definition further to include any substance desinged to bring injury or death through a chemical reaction. This definition has been used to state the use of such weapons as white phosphorous, napalm, and fuel-air bombs as being chemical weapons. That of course puts the number of nations to well over 2.

This only includes combat use. It does not include the use in testing, crowd control, or other uses.

Iraq used chemical weapons on the Kurds in the 1980's I believe.

Iraq certainly did, on the Kurds. Saran gas was used by some Japanese terrorists but that wasn't a country using it. I'm not really sure of the second.
