Nero can do it using vcd mode. It'll handle the encoding and burning in one step
I don't know if it's free or not but it seems to come bundled with every burner sold. In any case, all the peer2peer networks will have nero available.

first off,dont purchase any of these programs,go to a bittorrent site and download them with their cracks or some even come with a serial already,second of all winavi is the fastest converting software i;ve tried,but convertxtodvd has all the best features such as creating menu's and what not,the only thing is you gotta have a dvd burning program to burn your files you create with winavi,just download a copy of nero on the torrent site...(i get all my software on btjunkie) this should give u a real answer not just copy and paste off a products website!

You first have to convert the avi file to mpeg and then use a burning software and burn it as a video file. Search download.com they have lots of freeware for both of those programs.
