Black tie is when you are require to wear a tux. On a Formal event, your man is required to wear a SUIT.

First I think it's rude to tell someone that they will be turned away for not dressing how "they" feel as if you should be dressed. Everyone's idea of "formal" could be different. However, when I think of "formal" I think of the man in a nice suite or tux and the woman in a long ballgown or after 5 dress.

'formal' to me means a step down from 'black tie.' guys should be in suits (with tie of course) and ladies in formal pant suit or dress. Nothing too flashy, nothing too simple. Think black, grays, burgandys, they always look formal, stay away from soft pinks or pastels, they look too casual.
