The self-fulfilling prophecy. WHat I mean by that answer is: a newspaper will publish a story about how some older couple got ruipped off for thousands of dollars by a computer scam or some such thing, and will publish the "Top Ten Tips to Avoid Identity Theft" which gives anyone reading the article the obvoious which is "Top Ten Ways to Steal an Identity." I agree with other individuals that information is now shared so informally that ID theft is much easier.

Lastly, laws tend to get generated, "devices" made in RESPONSE to something. In the case of identity theft, five years ago, who did you know who owned a paper shredder other than businesses? Nowadays, many more people own such devices. But for the people who DON'T own one, their garbage is ripe for the pickigns, so to speak.

The honest truth is - people get in the habut of "doing things the way I've always done them" so for the man who has tossed his bills in the garbage for the last 40 years without incident will continue to do so, oblivious to the fact that doing so is dangerous.
