Can anyone tell me what is possibility for foreigner ( european) to get a job in India Kolkata as structural engineer or designer and what could be average salary? I have about 5 years of experience with steel structures.

I am from Kolkata. Kolkata produces thousands of engineers every year - and it is a large city of nearly 10 million population. Unless you are educated in MIT or similar places, your chance of getting a job is very low indeed. However if you have a degree in management, yiu stand a much better chance of getting a job.
Salary is not very high initially, Rs. 20,000 - Rs. 30,000 per month. But, the cost of living here is also very cheap.

Well you need to find the job with the MNC companies into construction in Calcutta, find the projects going on. May be they need exactly the skill set you are having. You can find the same job as what you are doing now.
