I depends on how far under 18, a 12 year will be treated differently than some who is 16 or 17. Also what was stolen, the 1st and 2nd time. Trying to leave with a pair of jeans is different than trying to sneak 10 iPods out. All that said it would probably be probation, unless the person was still on probation. Because being arrested while on probation is usually a violation of probation, and that usually carries jail time, or being under 18, being sent to a youth facility.

Assuming they weren't on probation and it wasn't over $500 probably probation, community service ect. But it is all up to the judge. The first time someone is arrested for a 3rd or 4th degree felony or a misdemeanor there is what is called a presumtion of probation. Meaning that unless there are extenuating circumstances, and there are no other charges pending in the same case, probation will be given as a sentence. Think of it as literally a get out of jail free card. For the second offense jail time is possible but unlikey. Also the jail time is probably only likely if it goes to a trial. The DA will most likely take a guilty plea for some probation and fines.

In Iran, you would get your arm chopped off. What they should do is have all the shoppers, who pay the higher price on goods to support your habit of stealing, throw rocks at you, then go to your parents house, burn it down and drive them and you out of town.
