yeah try to train him but if your dog is a protection dog you should never say NO when he barks because that may confuse him but you could try to comfort him and tell him "ITS OK. COME ON THERES NOTHING THERE" but do that after you have checked what he is barking at and checked if everything is clear because some dogs sometimes bark for fun like most small dogs like terriers,chaus,shitz u's.etc. my terrier barks when hes bored but my Pitt bull only barks when theres something really there! also some dogs bark when they smell something or hear some ones creepy voice or someone they dont know!

If he is an outside dog, put a bucket of water outside and the INSTANT he starts barking run at him and slosh him with water. EVERY time. If he is an inside dog and he starts barking say "Quiet!". If he doesn't stop, pick him up and place him in a dark closet for a little while. EVERY time he doesn't stop when you say "Quiet" put him in the closet. He will not like it and he will learn to associate the unpleasant consequences with the deed.

He may just be bored. He obviously needs training but get him some toys to keep him busy. Depending on what kind of dog it is he's most likely bored so he's barking to get someone to interact with him. Check out this site for some help:

LOL obviously you did not do your research BEFORE you got your dog.... SHELTIES are notorious barkers...... as for running,,, they are HERDING dogs,,, you and your dog need obedience school immediately.......... and go visit your breeder for further assistance.... ( hopefully you went to a reputable breeder)
