you can use your computer internet connection to tranmit voice.
There are many options and services to choose from.

from pc to pc it's usually free.
If you want to be assigned a phone number or call telephones, you usually have to pay but it's something like $10 per year for a number and 1 cent per minute to call out.

The most popular is skype.
you can also use yahoo messenger voice.

You will need a microphone and a speaker on your computer. If it's a laptop, you can get away with the integrated mike /speaker.
Voice quality is much better than telephone as it's not analog multiplex.

You need a high speed internet connection, over a dialup the bandwith will be too little to work well with voice.

You can also subscribe to service like lingo or vonage and plug their box to your high speed internet modem and plug your house phone to the box. service runs at about $20 per month unlimited US and canada.

To do this, you can go to Skype.com, or even MSN.com and download ther messenger program. You may need a microphone and headphones(optional); they make a mic/headphone setup specifically for PC calling. You should be able to find it at almost any store that has electronics.

After you have all this, just visit those websites and there should be instructions listed for how to make/receive calls.

I know Skype (www.skype.com) offers this service but it does cost annually to use it. Not sure of the details though. Try reading up on their website. I'm sure there's a lot of information available.
