Because your heavy drinking has caused your liver to start failing.

It has become partially necrotic, and the remaining healthy tissue is forcing blood back into your stomach and up into your trachea.

Are you sure that it is blood? It sounds like it could be acid from some gastric reflux, a common occurence after drinking some. If you really think it is blood, you should call your doctor. The most common cause of blood is peptic ulcer diseaes. And the bleeding can be pretty severe when it occurs with this disease.
