No, I was told by my driving instructor that you should only stop at lights if it was safe to do so. In other words, if they changed to amber as you were approaching and you would have had to slam on your brakes to stop, then this would be classed as unsafe.
I think you are only caught anyway if the camera flashes.

(Assume you are in the UK).
The highway code - and the law - says that you must stop for an amber traffic light UNLESS it is unsafe to do so (usually ice; lorry close behind, that sort of thing).
If you were passed the light when it changed to amber, then it's no offence. If you were very close, then even if you receive a summons, you can go to court and argue the case.
But if the camera was at the side of the lights, i.e. the nearest set of lights, then the camera is there to record vehicles for other purposes - stolen cars, surveys, etc. If the camera was on the far side, then it is there to record traffic light violations. Shouldn't worry till you get a summons - if you do. And some of these cameras have no film in.
But you should always brake when you see an amber light, not try to 'run the lights'. It's not worth the money or hastle, or points on your licence - which could affect your insurance.

Firstly, lights don't "suddenly change to amber and red" - they have a set time between changing from one light to another. If you didn't stop when it changed to amber (which means "STOP"), you were probably going too fast. If it didn't flash, it's unlikely you've been caught. The only way of knowing for sure is the 14 day rule. If you've not received the notice of intended prosecution within 14 days, you've got away with it. A traffic light camera will only flash you if you go through a red light. The camera is working in sequence with the traffic lights, and is set to only flash if a driver goes through when a red light is on. You are safe.

Are you sure the camera was photographing offences.All the major traffic lights in the city I live have cameras but they belong to the highways agency for monitoring traffic.I am from UK .I wasnt aware cameras were used for traffic light offences.I do know when younger police officers called in to see if incidents were caught on these cameras they were told that most of them only counted speed and vehicle figures to assist in setting light sequences.

The camera is set to flash if you cross the stop line after the lights have changed to red. From your description you jumped an amber light. Whilst not an offence it is not a recommended course of action as the amber light facing you is allowing the amber light to face opposing motorists and if they jump an amber, there will be a colision.
