WIth all these new features added to cars why haven't they changed the seat belts much?

Seatbelts have and continue to evolve.
From lap belts to 3 point safety belts.
There have been major inovations in the locking mechanism and retractors.
Gas activated retractors that cause the belt to tighten after impact.
Fabric that stretches as your body presses against the belt during impact, to absorb some of the kenetic energy.

While belts may look just like they did 20 years ago, there is a lot that has changed over time that you don't see.

Just like with the chasis of the car. You don't see all the little safety items built into the design to make the whole car safer.

I had heard that Ford was testing a 4-pt seatbelt, so when I came across your question I did a quick Google search and found the following article:

It seems like it will be similar to the 5-pt harnesses used in child seats except that it won't have the crotch strap. If Ford starts offering it, then it probably won't be long before other manufacturers follow suit because consumers will then realize there's another safety feature out there to be had. Just like with airbags - at first it was only available on high-end cars as an added option; now it is standard.

No car maker is going to install better belts than are required, with the possible exception of maybe Volvo. Current belts meet the requirement.

because they regulate what is a seat belt although there are more safety features that should be added but, no one wants to go through the red tape the government makes for such things.

Because they have been proven to be extremely effective. If combined with air bags and other new safety equipment the original design shoulder belts are very effective in preventing injury in a crash.

seatbelts work like they are suppose to and save lifes the way they are
