It's possible that she's afraid of liking you.
Drinking lowers inhibitions... that little voice in the head saying: OMG, don't tell him you like him, what if he doesn't like you??
Tonight, my suggestion before you go out drinking is to sit down, and tell her what you've told the world here. That you do think she's great, and you enjoy her company, but you feel like you're getting the run-around because she only likes you when you're both drunk.
Honesty is the best policy. And, if she's any sort of real woman, she'll be honest with you too. Best of luck.

Damn man I got the same situation. There's this chick that we used to have a thing goin, then it sorta fizzed out on her part. We still chill, and everybody says it looks like she likes me. When we get drunk we flirt harder, and sometimes make out. She's really hot, and I'm cute but a little on the average side. To be honest I think she's lookin for some model type, prince charmin dude, and comes around when she doesn't have much. I think she likes me but is waiting to see if she finds better. She won't just chill the F out and settle down.

If I were you, I'd be thinking of an elaborate plan to get her into the sack. If she digs you when your both drunk then take this all the way and you both can blame the alcohol in the morning if it doesn't go well.

Yes, make it a formal date. I think she likes you more than friends but may be afraid to tell you. And if it bothers you so much about the drunk talk, stop drinking so much when together. Find something else to do.

go to the bar get half lit and tell her how you feel. When she asks about it in the morning tell her that you weren't that drunk and that's how you really feel. You will never know if she is just affraid without putting her on the spot.

You need to tell her how you feel BEFORE you drink. And sometimes people's true feelings come out while drinking and when she sobers up, she feels embarrassed.
