Audacity is good, so is dBpoweramp, also free. Wav files are uncompressed, so yes, you will lose some quality compressing it to an mp3 file, but on something like an mp3 player, you won't really notice the difference.

My suggestion is to go to this website: http://www.applian.com/replay-converter/index_keepvid.php?src=KeepvidConvert and download the Free Demo of the Replay Converter. I use it, and it works well for me, but I usually use it to convert video files. It says that it works with mp3s and WAV.

download audacity form www.audacity.com and open the wav, go to file and export as mp3
