Cake mix contains all or most of the ingredients you need to make a cake, that is cake flour, sugar, flavorings, leavening (like baking powder), etc. Depending on the brand, you may need to add only water or water plus an egg and/or vegetable oil.
Cake flour is just that--flour. It's a special kind of flour, however, one that is low in gluten. Gluten is the material in flour (it's a protein) that gives a chewy texture to bread, something you don't want in a cake. Cake flour will give you a more tender cake (sometimes called a "tender crumb") than all purpose flour. Flour labeled bread flour has even more gluten than all-purpose. When you knead bread dough the gluten is "developed", that is it forms interlocking structures hat give bread its texture. The same thing would happen in mixing the cake dough if you used all purpose flour.

In addition to flour, cake mix has flavors and leavening agents in it. Pretty much all the dry ingredients that you'd put in a cake that you were making from scratch.
Cake flour is a type of flour - a popular brand is Swans Down. It is a different composition from regular flour like Ceresota or Pillsbury. The gluten is lower. Gluten is what you want when you make bread to make it chewy, but not what you want in certain types of cakes becuase it can turn out too tough / heavy.

Cake flour is flour. It has a finer texture of the soft wheat and has a high starch content that produces tender pastries and cakes.
A cake mix is just that a mix. A bunch of ingredients mixed together and you need to add your wet ingredients.

cake flour is flour that is processed differently than regular flour. when using cake flour, you would still have to add dry ingredients like baking poweder, salt, sugar, in addition to the wet ingredients that a cake mix requires.

I would guess cake mix is premade - you just add water. cake flour is flour to use for cakes - you need to add eggs, and the other stuff to it.
