A perm would definitely help add body. Ask your hairdresser to consider a "base" perm where only the roots are permed with very large rods to add volume.
Also, if your hair is very fine and limp, you might consider adding some color and/or bleach. This make the hair more coarse so that it can hold a style.

I had this problem for years. Flat dead hair at the scalp (as well as everywhere else!). What I found recently that worked was this: In the shower every morning with the conditioner in, I part it to one side, then don't touch the roots until it is dry. Parting it somewhere new lies the roots somewhere they haven't been naturally lying, which makes them stand up. Doing it in the shower just ensures that it won't flop back down into its original part.
Something else that works, but is a little impractical, is teasing. hold the hair at your part or just on top of your head straight up and run a fine-tooth comb downwards, towards your scalp, in the opposite way you would comb normally. After you are finished, your hair will be teased up. I don't particularily like this as it tends to create frizz and my hair is already a bit out of control in that department. However, if you don' have a problem with that, you might find you like the results!

If you have naturally straight ,fine hair, then you are just doomed and will not find much to give you volume but I do have two suggestions in addition to using volumizing products and blowdrying upside down. (look for special volumizing blowdryer attachment) When you want the best style, try to go without shampooing it for a full day or two. (shampoo and conditioners weigh down hair and can also cause waxy buildups) A slight bit of natural oil from your scalp helps boost things but too much oil weighs it down again.
Use mouse or hair lotion at the roots of hair as well as rollers to give your hair some extra oomph. I have had the most luck with velcro rollers and my hair is down to the middle of my back. The curl doesnt really hold but it does give the roots and hair much more body than without them. This is much cheaper than buying products that wont live up to thier names or getting a perm that you regret. give it a try, for under10$ its worth it.

It sounds to me like you have too many oils at your root base, which will weigh your hair down big time.
You have combination hair, Dry/Normal in some areas Oily in others. They do make special products for combination hair, check out your local Beauty Supply and ask a professional which product is best.

first put gell where u want it to not be flat then blow dry it. after your done comb ur hair up and hair spray it and i guarentee it won't be flat
