Discussing it with each other would be the best way to avoid any problems. However, it is also dependant on a number of things - financial, how long have you been dating, etc. For example, if you have only been dating a couple of months, cards may be the only thing that is appropriate. However, if this is longer term than that, you may want to do presents. The other thing to consider is the financials of it - can you both afford to give presents? Alternatively, if you can't afford to buy, how about preparing a nice dinner instead. I find stuff like that is more personal and can be really unique if you feel adventurous.

It all depends on the situation and expectations. If you don't have the money, of course a card would be best.
Have you guys talked about it? My bf and I decided together what we would do for Valentines day as far as gifts, dinner, etc. It's best to discuss things before hand so no one is disappointed. Good luck! :)

You love him, he loves you. Don't be fooled by all those commercials and ads telling men and women that if they don't buy/receive gifts (esp. diamonds, it makes me sick) then they'll lose the one they love.
Cook him a nice dinner, give him a sexy back massage, take him to an event he would enjoy-spend time with him and show him you care-make VDay SPECIAL for both of you.
If he chooses to give you a gift, accept it gracefully, and make him aware of how you appreciate it, but DON'T make it seem like it was some sort of requirement.
Ed. to add: And the person above had a good point: Talk to him, tell him how you feel and decide what's right for the two of you.

Valentine's day is about money not love or caring or your perception of male and female roles. If two people choose to celebrate this holiday, it's perfectly acceptable for each partner to give eachother a gift whatever they can afford.
