First of all, the major brand name cosmetic manufacturers have invested billions in building their brand name and image. They do a lot of testing to ensure their products are safe and effective.

Then there is the Cosmetic Ingredient Review panel, established in 1976 by the Cosmetic, Toiletry & Fragrance Association (CTFA) with support of the U.S. Food & Drug Administration and the Consumer Federation of America. It tests and certifies ingredients as safe and effective.

Finally there is the FDA which takes an active role in controlling claims made by cosmetic and nutritional product manufacturers that it feels are false.
