It can if it's an oilbased sunblock. Instead of just regular sunblock, look for an oil-free moisturizer (for daily wear) that includes SPF 15 - Purpose soap brand makes a great lightweight one. For being out in the sun - beach, etc. look for sunblocks that are oil free.
Also, be sure to cleanse and tone your skin in the morning before applying the sunblock/moisterizer and at night before you go to bed.
At night, you can also use Pers-a-Gel 10 - by Clearasil - it will CURE your whiteheads - amazing stuff! It costs around $5.

if they're right near your hairline, it's more likely your conditioner.
Or, if your sunblock is greasy, yes. Try a sunblock especially designed for your face.

I get blocked pores from sun block so I guess it can do that. Wash it off after you're out of the sun. Thuroughly. Its worth it to shield your skin from the sun, just wash the stuff off afterwards.

Unlikely too, do you use wax or gel on your hair? That would be a much more likely culprit.

Yes, if it doesn't say "non-comedogenic" on it.
This means it doesn't clog pores. If yours doesn't say that, then it likely is the culprit.
